The Orchestrator coordinates between the vision agents reading every camera and thermal feed, the radio agents listening to and speaking on the voice channels, and the CHRONOS timeline that keeps past, present and future context on the same clock. It reconciles what each of them reports, resolves disagreement between sources, and decides what is escalated, to whom and on which channel.

Scenes read from every camera and thermal feed — who is present, what they are doing, whether it matters.
Radio Coordinator
Multi-network radio situational awareness — voice traffic transcribed and answered on P25, push-to-talk, phone and messaging, attached to the right incident.
Dispatch
Field response — assigns units and dispatches drones to the incidents that need someone on site.
